You've probably noticed the new Compose look Google has rolled out.    It provides us with a more user-friendly experience.

Once you click Compose, as usual, the New Message box appears in a box in the lower right-hand screen.  Click on Cc or Bcc in the top right corner as needed.

Use the arrow in the top right corner to "pop" the message out into a new window.  At the bottom, clicking on the A will allow you to access formatting

The attachment tab is still signified by the paperclip, and the plus sign allows you to insert various items into the body of your email.  See screenshot to see what all you can add to your message.
